Confidentiality of Substance Abuse Treatment Records

H. Westley Clark, MD, JD, MPH, CAC, FASAM
Director, Center for Substance Abuse Treatment
Substance Abuse and Mental Health Services Administration

In this webinar, participants will learn how confidentiality, in particular 42 CFR Part 2,  applies to privacy of behavioral health information and how health Information technology (health IT) can be a benefit to treatment providers, rather than a burden. Particular emphasis will be placed on how confidentiality rules and regulations pertain to medication-assisted treatment providers and programs, and how health IT can be used effectively within those programs.  Confidentiality issues specific to Opioid Treatment Programs, DATA Waived buprenorphine physicians, and prescription drug monitoring programs will be discussed.

Participants will also be introduced to the activities and programs that the Substance Abuse and Mental Health Services Administration (SAMHSA) has initiated to assist behavioral health providers to prepare for the increased emphasis on health IT while maintaining the confidentiality that is essential to their programs.
